margin: 20px 0px; padding: 0px; text-align: justify; text-indent: 0px\"\u003e\u003cspan style=\"color: rgb(34, 34, 34)\"\u003e\u003cspan style=\"font-size: 18px\"\u003e\u003cspan style=\"background-color: rgb(255, 255, 255)\"\u003e\u003cspan style=\"letter-spacing: normal\"\u003e三、环境部门对地块管控情况2022年5月以来，在了解到廖某购买原广西忻城县宏图锰业有限责任公司地块供广西雅泉酒业有限公司用于建设酒厂后，来宾市生态环境局、忻城生态环境局均到现场检查指导工作，并提醒该宗地块需要开展土壤污染状况调查和建设项目要办理环境影响评价手续。同时，忻城生态环境局协调忻城县经济贸易局、忻城县投资促进局等行业主管部门配合提醒其履行土壤污染管控义务、办理相关手续。但廖某和广西雅泉酒业有限公司一直没有开展土地污染状况调查和办理相关环保手续。在此情况下，2024年5月忻城生态环境局对广西雅泉酒业有限公司下达了《来宾市忻城生态环境局服务企业指导帮扶意见书》，要求广西雅泉酒业有限公司停止项目建设，并依法开展土壤污染状况调查和根据项目实际建设情况依法开展环境影响评价，但该公司至今未落实相关问题整改。2024年12月31日，忻城生态环境局根据生态环境部《关于加强建设用地土壤污染防治有关重点工作的通知》（环办土壤函〔2022〕435号）文件要求，在该地块设立标识，明确管控范围、管控要求及监督单位联系方式。\u003c/span\u003e\u003c/span\u003e\u003c/span\u003e\u003c/span\u003e\u003c!--MID_AD_3--\u003e\u003c!--EOP_3--\u003e\u003c/p\u003e\u003c!--PARAGRAPH_3--\u003e\u003cp style=\"background-color: rgb(255, 255, 255);
